General

The event will be opened on 16 November 2022 by Dr. Alma Zadić, LL.M, Federal Minister of Justice of Austria. 

The event is hosted jointly by the Association of the European Network on Victims’ Rights and the Federal Ministry of Justice of Austria.

Venue

The event will take place in the premises of the Federal Ministry of Justice of Austria at Palais Trautson, Museumstraße 7, 1070 Vienna. Free wifi connection will be available at the venue.

Accommodation:

Hotel reservation is arranged and paid for all registered participants for 2 nights directly by the Association in Hotel K+K Maria Theresia, which is located in the historical downtown and it is in a few minutes walking distance from the venue.

The hotel booking includes breakfast.

For those participants, who have no suitable travel possibility after the programme, one additional night can be covered, upon request, by the Association.

If the participant would like to stay extra night(s) and/or arrive with companion in the hotel at her/his own expense, the Association can assist in the booking, upon request. Self-paid guests will be asked directly by the hotel to cover their accommodations upon arrival.

The Association can cover the accomodation costs of external guests upon request, up to 2 persons per organisation.

Please note that transfer is not provided by the Association from the airport to the accommodation, however local transportation costs can be reimbursed within the travel cost allowance (please see chart below).

Welcome reception

The Federal Ministry of Justice of Austria cordially invites all participants to a high-level welcome reception on the evening of 16 November 2022. The reception will be held at Palais Trautson, Museumstraße 7, 1070 Vienna. Welcome speech by Dr. Alma Zadić, LL.M, Federal Minister of Justice of Austria.

Catering

Event catering is provided during the whole professional programme by the Federal Ministry of Justice of Austria for all participants.

Social Programme

We have always placed great emphasis on providing opportunities for informal socialising alongside our varied professional programmes, thus strengthening the networking between our members. The Federal Ministry of Justice of Austria organizes a 2-hour guided bus city tour on 17 November 2022, where all interested participants are welcome to join. The bus departs from the event venue and arrives to the restaurant where the Experts’ dinner will take place.  

Experts’ dinner

The Association of the European Network on Victims’ Rights will welcome its experts and invited guests at an informal dinner on 17 November 2022, following the social programme. Details on the venue of the Experts’ dinner will be announced later.

Travel

ENVR is committed to adopting an eco-responsible approach in the organisation of its events. Therefore, ENVR strongly encourages its experts to choose the most ecological means of transport, even if this means a longer journey time (for your information, air travel emits 50 times more CO2 than the same journey by train), and to choose public transport for the journey between the arrival station/airport and the event venue. 

For air travel, ENVR also encourages experts to think about how to compensate for the ecological impact of the flight. For example, some airlines offer to pay an additional amount to fund eco-responsible projects. This additional expense is covered by the Association within the travel reimbursement limit.

Rules on reimbursement:

Travel is covered by the Association of the European Network on Victims’ Rights for a maximum of 2 delegated public experts per Member State, participating in the Justice Programme.[1]

Travel arrangements have to be done by the participants themselves, however the Association reimburses the travel costs, including local travel as well, after the event, according to the following rules.

The Grant Agreement Nr 101057859, concluded between the European Commission and the Association of the European Network on Victims’ Rights for the Operating Grant of 2022, set out in Point 6.2 of Article 6 that “purchases for travel, accommodation and subsistence for work programme-related activities must be calculated as follows as unit costs in accordance with the method set out in Annex 2a.

Annex 2a provides the below chart for calculating the unit cost as maximum reimbursable travel cost.

For travel of 50-399 km: EUR 196

For travel of 400 km or more (air or rail or combined air/rail):

For calculating the travel distances, we shall use the following programmes:

• rail calculator
• flight calculator.

Travel costs are reimbursed on the basis of

1. tickets,
2. boarding passes,
3. bills,
4. proofs of payment.

For travel by air only economy class is accepted, for travel by train first class is accepted.

If air or rail travel is not economical or not possible, cost for the use of a car will be refunded.[2]

[1] European Network on Victims’ Rights is open for all Member States of the European Union. However, the travel and accommodation are permitted to be covered by the Association under the four-year operating grant for Member States which are participating in the Justice Programme (all Member States except DK according to the recitals (39) of the Regulation (EU) No 693/2021 of the European Parliament and of the Council of 28 April 2021 establishing a Justice Programme and replacing Regulation (EU) No 1382/2013.
